We oversee the U.S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and the Millennium Challenge Corporation (MCC).

Duties:

As a Human Resources Specialist (Employee Relations), your responsibilities will include:

Investigating complaints, appeals, and grievances, and providing technical guidance related to conduct and discipline.
Proposing alternative disciplinary actions and dispute resolution methods.
Assisting with performance management, employee relations, and reasonable accommodations.
Counseling employees on personnel policies, administrative regulations, and their rights and services.
Serving as the technical expert on performance management, and designing and sustaining employee awards and recognition programs.
Providing training to employees, supervisors, and managers on employee relations topics.
Developing new or revised guidance for more effective employee relations programs.
Managing OIG’s administrative instructions for grievances, appeals, and adverse personnel actions.
Researching and recommending improvements to the OIG’s Performance Evaluation Program under USAID and OPM regulations.
Offering guidance on a range of employee relations and performance management matters including appeals and grievances, awards and recognition, conduct and discipline, and more.
Performing other duties as assigned.

Requirements:

Citizenship: U.S. Citizenship is required.
Security Clearance: Must be able to obtain and maintain a Secret clearance.
Selective Service Registration: Males born after 12/31/1959 must be registered with the Selective Service.
Qualifications:

GS-12:

One year of specialized experience equivalent to the GS-11 level in the Federal service. Examples include advising on investigations, researching conduct and performance issues for federal employees.
GS-13:

One year of specialized experience equivalent to the GS-12 level in the Federal service. Examples include advising on disciplinary actions, guiding management on performance deficiencies, and conducting research on complex employee relations issues.

Additional Information:

Time-in-Grade Requirements: Must have served at least 52 weeks at the next lower grade level or equivalent by the closing date.
Education: No specific educational requirements. No transcripts are required.
Experience: Includes both paid and unpaid experience, including volunteer work.
